SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 26 TO FACILITY OPERATING LICENSE tl0. R-2 THE PENNSYLVANIA ~ STATE UNIVERSITY DOCKET NO. 50-5

1.0 INTRODUCTION

By letter datea April II,1989, the Pennsylvania State University (Penn State) *

. requested changes to Appendix A of Facility Operating License No. R-2,

. Technical Specifications for the Pennsylvania State University Breazeale Reactor. The reccest is to change-the title of "Vice President for Research and Dean of, the Graduate School" to Senior Vice President' for Research and Dean of Greduate School". In a telephone' conversation with the Nuclear Regulatory Comission (NRC) Project Manager on May 2,1989, the licensee agreed to additional changes in the technical specifications that updates the address of the NRC that is to be used by the licensee to submit reports.

2.0 EVALUATION Penn State has. changed the title of the University official responsible for

.the administration of.-licensed activities at the Breazeale Research Reactor.

The title "Vice President for Research and Dean of the Graduate'Schooi" has been replaced with the title " Senior Vice President for Research and Dean of the Graduate School". This change in title involves no chan0es in personnel at either the University or reactor facility management level.

In a telephone conversation with the NRC Project Manager on May 2, 1989, the Director of the Breazeale Research Reactor agreed to changes in Sections 6.5.2.f and 6.6.1 of the Technical Specifications. These sections contain the address Penn State should use to submit reports to the NRC. The address of the NRC recipier.t of reports will be changed from " Director, Office of Nuclear Reactor Regulation" to " Document Control Desk".

The staff has determined that these changes are administrative in nature and do not affect the operation of the reector and are therefore, acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves changes in the category of recordkeeping, reporting, and administrative procedures and requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 1 10 CFR 51.22(c)(10). Pursuantto10CFR51.22(b),noenvironmentalimpact .i statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously evaluated, or create the possibility of a new or different kind of accident from any accident previously evaluated, and does not involve a significant reduction in a margin of safety, the amendment does not involve a significant hazards consideration,

, (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed activities, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the commen defense and security or the health and safety of the public.
