R PENN STATE BREAZEALE REACTOR The Commission has issued the enclosed Amendment No. 26 to F6cility Operating-License No. R-2 for the' Penn State Breazeale Reactor. The amendment consists of changes to the Technical Specifications in response to your submittal dated April 11, 1989.

The amendment replaces the title "Vice President for Research and Dean of the

' Graduate School" with " Senior.Vice President for Research and Dean of the Graduate School." Also, the NRC address for the submittal of reports has been updated.

A copy of the related Safety Evaluation supporting Amendment No. 26 is enclosed.
