SUMMARY

OF MEETING BETWEEN UlUC AND THE NRC STAFF On April 9,1998, the Reactor Admiriistrator of the Radiation Science Laboratory at UlUC .

met with J. Stewart of the Instrumentation and Control Branch in the Office of Nuclear Reactor Regulation (NRR) and A. Adams; the UlUC project manager from the Non-Power Reactors and Decommissioning Project Directorate, NRR. The enclosure is material provided by the licensee prior to the meeting.

The licensee discussed modifications to the UlVC control console to remove digital-equipment from the console to the extent possible. The licensee is considering modifying the control console because of a large number of reactor scrams generated by the digital '

circuitry. While this is not a safety issue, the licensee & sires to reduce the number of scrams. Some digital components such as the NM-1000 unit.would remain. The licensee presented preliminary design information and discussed the impact of the modifications on the technical specifications (TSs). -The preliminary design uses existing hardware such as circuitry, wiring, and control rod drives to the extent possible. The original analog console design was considered during development of the modifications.

The NRC staff stated that it appeared that the modifications would require some changes to i the TSs in the areas of required scrams and TS basis. The licensee discussed plans for an )

extensive testing program where both consoles would run in parallel. At first, the new l console would be isolated from the old console and would only display information while reactor control (rod movement) and the safety function (reactor scram) would remain with the old console. Allowing the new console to control the rods while retaining the safety function in the old console at some later part of the testing was also discussed. The staff would consider a proposed testing program and TSs from the licensee to allow this type of operation for testing.
