Smarter Inspection Project Status as of Enhancement 12/23/2020

Background:

On April 26, 2019, the NRC staff issued a working group (WG) charter to conduct a holistic assessment of the fuel cycle oversight program. The purpose of the assessment was to improve effectiveness and efficiency, while further integrating risk-informed insights to ensure that the appropriate focus is applied to the areas most important to safety. The WG, composed of experienced staff and branch chiefs from NMSS and Region II, used both domestic and international operating experience, risk insights, inspection data, and lessons learned to assess the program and develop recommendations for enhancement.

The final report of the working groups recommendations was completed and made publicly available on March 18, 2020 (ADAMS Accession No. ML20073G659). The Director of the Division of Fuel Management (DFM) approved the working groups recommendations in full considering the final recommendations report and all feedback received. Public issuance of the final decision memo (ADAMS Accession No. ML20077L247) was on March 18, 2020.

Objective:

To provide a status update on the staffs efforts to revise fuel cycle inspection guidance documents in accordance with the approved recommendations in support of full implementation by calendar year 2021, train inspectors on revised guidance documents, and maintain accountability of the implementation effort and deliverables.
