Pursuant to 10 CFR 50.90, Commonwealth Edison is hereby applying for an amendment to Facility Operating Licenses NPF-37, NPF-66, and NPF-72, Appendix A, Technical Specifications. The purpose of this amendment is to modify a figure in the Technical Specifications which depicts the normalized heat flux hot channel factor as a function of core height. This figure is being modified to include more operating margin that resulted from removing some conservatism when the small break loss of coolant accident analysis was repeated for the Thot reduction modification. Attachment A of this letter contains the revision to Technical Specification Figure 3.2-2. Attachment B provides background information regarding the proposed Technical Specification change and the Thot reduction program. A detailed report

> describing the Thot reduction program is contained in Attachment C.

This proposed change to the Technical Specifications has been L reviewed and approved by both on-site and off-site review in accordance with Commonwealth Edison Company procedures. We have reviewed this amendment in

--- accordance with 19 CFR 50.92(c) and determined that no significant hazards

, consideration exists. Our evaluation is documented in Attachment D.

Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of thiu letter and its j 7
