MEETING ON DESIGN CONSIDERATIONS DATE: August 19, 1987 PARTICIPANTS: NRC, DOE, MK-E, Weston, Jacobs Engineering and Oregon DOE 7
A meeting was held on Wednesday, August 19, 1987, to discuss design considerations for the Lakeview UMTRA Project. Themajortopicsof 6 discussion were seepage drain design, riprap characteristics and sources,.and soil property specification, specifically Plastic Index (PI), for the radon barrier.
After much discussion, NRC determined that the PI requirement should b
4 remain as it was originally presented in the Remedial Action Inspection
-Plan (RAIP). The basis for this determination was that a minimus PI is needed to assure that the material conforms to the properties assumed I when the radon barrier was designed. Without a minimum PI, 10 in this l case, the barrier may be subject to forces that would destroy its integrity. In addition, the DOE's contractor (MK-E) indicated that very little of the stockpiled material (2 percent or less) would not meet the PI requirement. Accordingly, there appeared to be no valid reason for allowing 20 percent of the PI tests to fail. Additionally, a new design 1 for the seep drain was submitted by MK-E. The design reportedly addresses all URF0 concerns. DOE is to submit these revisions by ,

7 2- AUG 2 81987 A discussion addressing riprap (bedding material) centered around the fact that the test data showed' poor quality rock. The rock in question exhibits very poor absorption qualities. 00E and its contractors are going to evaluate the data further before proposing its use, or another alternative thereto.
The 00E will evaluate the above-mentioned problems and decide on what course of action to take to address URF0 concerns on design criteria.
