Dear Sir:

Upon preparing.the WPI Reactor. Safety Analysis Report -for the changing of.

fuel to; low enriched uranium, it.was found to be necessary'to request changes in: parts' of Sections:2.1,,4.5.2,-and .4.5.3 of our technical specifications. Since.these changes 'are not directly related to the change to; LEU, this amendment request is submitted separate from the LEU amendment-H request.

l Enclosed please find one signed and notorized ' original of our amendment-l: report, plus nine additional. copies. Included is a brief safety analysis.

. . and justification for the changes.

If there.are any questions concerning the request, please contact'me.

Sincerely, fdyx,. N4did Thomas H. Newton, Jr.

s Please amendbour. Technical Specification to Mcnform with the following enclosed rensions: ,

Section 2.1 ' addition - Shutdown thrgin addition - Regulating Blade Worth

. change .- Control Blade Withdrawal f !! ' Section'4.5.2 Control Blade >

a

, .4.5.3 Regulating Blade JtSti fidation and Safety Analysis c 5.1? Shutdown Margin addition and change to Section 4.5.2: The last two

~

W . sentences of 4.5.2 which specify individual 'and combfne'd worth of the control blades was deleted because individual blade. worths are dependent.

.'upon the position of the other blades' and therefore cannot be determined 0 independently. Furthermore, it is impossible to experimentally ^ verify..

large reactivity values such as 14%, and recent diffusion calculations at ArgonnesNational, Laboratory suggest that the value of 14% is slightly .

, excessivp. F i It is therefore-prudent and consistent with other reactor facilitte's to remove control blade worths from the design specifications and instead make the addition of a' shutdown margin to safety limit . specifications whereby the reactor will be at least 1% subcritical with the highest worth blade

' stuck out of'the core.

2.1. Regulating Blade Worth addition and change to Section 4.5.3: The last sentence of Sections 4.5.3 which specified a calculated reactivity worth of the regulating blade was deleted because it was unclear whether experi-mental results could be used in determining " calculated reactivity worth"

,-in'a design specification. Therefore, the Regulating Blade Worth paragraph

' was added to the safety limit specifications to limit the regulating blade worth' M telow the ?"foctive delayed neutron fraction, as was the original intent of tho'techrical specifications.

p, 2.1 Control Blade Withdrawal Change: The existing technical specification '

c states a value of 0.06%Ak/k see maximum reactivity addition rate through p' movement of the regulating blade. This.value was changed to 0.006% Ak/k sec, which was prooably the original intended value since the 0.06% value j f gives a maximum incremental blade worth of 0.95%/ inch of regulatini blade, '-

Q which is quite excessive,
