l L I PURPOSE I
The purpose 'of this document is to remove and recover fuel element from the reactor core. Fuel j element 10730 can not be removed from the reactor core area. The element can be raised I approximately 5.5 inches at which time it will not pass through the upper grid plate. The fuel element will be recovered by removing the central facility and placing a fuel element capture and leveling device (figure 2) in it's place. The element will be raised and the bottom will be positioned in the central facility area to be removed from the reactor core area.
f 11 PRECAUTIONS l
- a. The following precautions shall be observed during all phases of the operation.
- 1. All equipment and tools removed from the reactor tank shall be checked for contamination. i 1
- 2. All primary water shall be treated as potentially contaminated.
- 3. All operations in the reactor tank shall be under the direct supervision of a '
Senior Reactor Operator. '
- 4. When ever any member of the Operation and/or Health Physics staff has a !
question about the procedure or operation all work shall cease until the I question is answered to ,their satisfaction or management resolves the '
matter.
Ill Removable of FuelElement 10730 g a. Ensure that all fuel elements are removed from the following areas (Figure 1):
p 4 1) Fuel elements surrounding fuel element 10730.
- 2) Fuel elements surrounding fuel element the central f acility.
- 3) Fuel elements between fuel element 10730 and the central facility.

CCg ,ce Remove the aluminum plug from the central facility using the fuel element handing tool and store it in a suitable location in the reactor tank.

leveling device (Figure 2). Lower it into the reactor tank and into the center of the fi
- c@ reactor core. The fuel element capture and leveling device rest on the bottom of the reactor tank with the top portion even with or slightly below the lower grid plate -
(Figure 3). Remove the %-20 bolt from the fuel element capture and leveling device. -

Place a snare around fuel element 10730. The snare should be located in the ball detent location on the upper pole piece.
h.
Place the hook toolin the reactor tank and lower it into the central facility location.

Raise fuel element 10730 approximately 1 to 2 inches.

Using the hook tool guide the lower end of the fuel element into the central facility cavity.

V)/ hen the lower end of the fuel element is in the central f acility cavity, slowly lower the fuel element untilit is inside the fuel element capture and leveling device (Figure 3). The hook tool may be required to help the element sit in a fully vertical attitude.
l.
Remove the snare from the fuel element. Capture the fuel element using the fuel element-handling tool.
m.
Remove the fuel element from the fuel element capture tool and place it in the appropriate location in the fuel storage rack.

Remove the hook tool and the fuel element capture and leveling device from the reactor tank.
- p. Relocate the following into their in-core locations:
- 1) Central f acility
- 2) Graphite plug
- 3) Aluminum plug h
