Docket No.: 50-483 Mr. Donald F. Schnell Vice President - Nuclear Union Electric Company P. O. Box 149 St. Louis, Missouri 63166

Dear Mr. Schnell:

4 NAR 1987 The NRC staff has completed its review of your submittals dated January 14, 1986 and July 9,1986 which responded to our November 4,1985 request for additional information. Our request was related to your detailed control room design re-view (DCRDR) function and task analysis and how it was applied in upgrading the Callaway Emergency Operating Procedures.

The staff has reviewed the differences between the Westinghouse Emergency Re-sponse Guidelines (ERGS) and the Callaway Emergency Operating Procedures that were identified in the staff's examination of the Callaway DCRDR and your re-view to identify deviations from the ERGS. Based on this review, the staff concludes that these procedural changes at Callaway provide adequate guidance and information to the operator for coping with emergencies, that they achieve the pertinent objectives of the ERGS, and they are acceptable.

This completes the staff review of this issue. Based upon this review we con-clude that License Condition 2.C.7(a) has been satisfied. A copy of our related safety evaluation is enclosed.

Sincerely,

/s Paul O'C nnor, Project Manager PWR Project Directorate #4 Division of PWR Licensing-A
