SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED JANUARY 13, 1987, RE: INCREASE OF MAXIMUM ENRICHMENT AND QUANTITY OF URANIUM-235

, Background On January 13, 1987, HL&P submitted an application for license amendment to increase the maximum enrichment and quantity of U-235 contained in the unirradiated fuel assemblies.

Discussion The increase of the maximum enrichment will allow for variation in the nominal 2.9 w/o U-235. The increase in the U-235 quantity permits possession of the four spare fuel assemblies. The increase of these items will have minimal effects on nuclear criticality safety. Therefore, neither the increase in the maximum enrichment nor the U-235 quantity will have an adverse effect on the health and safety of the the public or the environment.

HL&P has a seismic analysis of the fully flooded spent fuel pool but has yet to complete a seismic analysis for the dry storage of new fuel in the spent fuel pool. Therefore, until the analysis is completed, new fuel assemblies in the spent fuel pool will be stored in a fully flooded condition. The staff recommends the following license condition:

14. Dry storage of new fuel assemblies in the spent fuel pool is not authorized.

Finding / Recommendation The staff finds that the proposed changes in the license will have no adverse effect on the public health and safety or on the environment. Approval of the application is recommended.
