B. P. FOLEY, RESOLUTION OF THESE NCR's AND INTIMIDATION SSUE On October 4, 1983, a wrote NCR documenting what appears to be an issue yo v ng an activity which was not specifica11 called out in'a procedure. As a result, the Foley QA Director, on _

M asked that the referenced discrepancy be resolved as a procedure change and processed through QA. In my estimation the issue was one of, procedural oversight and not one of failure to perform quality field work. 'Thus, the QA director's resolution appears to responsibly resolve the issue.

l A more important side issue here is the intimidation of QA inspectors.

During my interviews of Foley QC inspectors on-site, I found that:

(1) a few inspectors offered the opinion that the generation of Fol NCRs stopped for a day or two af ter the firing of (2) the vast majority of inspectors felt a bit uncomfortable with the performance of their work after was fired, but this did not inhibit them from doing their job as required.

(3) QC inspectors, for the most part, still view the action with some reservation and concern but indicate that this doesn't inhibit job performance.

Therefore, the inspector concludes that the situation may have had a short term effect but that this ef f ect did not significantly inhibit the QC inspectors in job performance; in particular, the freedom and dut'y to properly document nonconforming conditions. The most noticeable effect was that QC personnel were re-sensitized to the necessity for job performance as required by supervisory direction, leadership and perogative in the implementation of the approved QA/QC program. I find no fault with this effect because the effective and orderly accomplishment of any objective is critically dependent upon the judicious assignment of responsibility and the authority necessary to accomplish program objectives.
