AFFIDAVIT OF Jolti C. BUKOVSKI My name is John C. Bukovski. I am an Assistant Vice President of Commonwealth Edison Company. My business address is One First National Plaza.

Post Office Box 767, Chicago. Illinois, 60690.

I received a BSEE degree from the University of Illinois in 1965 and in 1970 a MLA from the Illinois Institute of Technology. I joined Connonwealth Edison in 1965 and have held various positions in engineering, division operations and the financial areas of the Company. My previous position was Division Vice President for the Chicago North Division.

My current responsibilities include general management of the Company's generation planning, corporate modeling and revenue requirements projection activities. The generation planning activities include forecasting generation o by fuel type, capacity planning and projecting the production cost impact of changes in unit availability and performance. [

Purpose of Affidavit The purpose of this affidavit is to describe and quantify the cost to the Company and our customers of a delay in the start-up, testing and comnercial ,

operation of Braidwood Unit 1.

AS stated in the affidavit of Mr. tiallace, final construction and fuel loading are complete and the station personnel are commencing the start-up of the unit.

If the Unit is delayed. Edison's cost of generating electricity will l increase because of the need to replace the generation that would be available from Braidwood Unit I with more costly fossil-fueled generation and purchased energy. l a production costing model that simulates the manner in which the company's load is assigned to various sources of energy on an economic loading basis while satisfying constraints of operating and spinning reserve requirements and technical limits imposed by the physical characteristics of the various l

generating units. For any given scenario. PROMOD III calculates total system production costs including fuel and purchased energy. By alternately simulating the two scenarios (Braidwood Unit 1 start-up proceeds without delay, or Braidwood Unit 1 is delayed when the Unit reaches % of rated power) and comparing the resulting total system production costs, an estimate of the net replacement cost for the lost output from Brai6eood Unit 1 is determined. The estimate of additional costs of fuel and purchased energy attributable to a one month delay is approximately $10 million. Under the company's currently offective fuel adjustment clause, these charges are passed on to customers as an additional cost of electricity.
