~

FROM: Harold R. Denton, Director -

Office of Nuclear Reactor Regulation

SUBJECT:

DRAFT FILES AT TVA INFORMATION FROM REVIEW OF INTIMIDATION AND Enclosed is' a draft report to the TVA Senior Mangement Team from the staff concerning wrongdoing issues the results of a review of intimidation, harassment, and at TVA.

This review was performed in an effort to determine if the intimidation and harassment allegations 1.nvolved potentially safety significant matters and whether a matrix of specific individuals named

, in intimidation and harassment concerns could be developed.

The preliminary results indicate that approximately 60% of the intimidation, harassment, and wrongdoing concerns involve potentially safety significant matters based on the rather broad criteria for determining safety -

significance used by the review team. More importantly, however, the results also indicate that in most cases, the information in the files is not sufficiently specific to develop the names of individuals potentially guilty of the harassment and intimidation.

- This draft information is being provided as a status report only. The staff is finalizing the enclosed report and reviewing other reports on intimidation '

and harassment including the recent TVA letter to Congressman Dingell summarizin~g TVA reviews of intimidation and harassment issues. .

. the results of this review when completed. I will, provide A y fr Hr d R. Denton Di .or 0 ce of Nuclear R, tor Regulation
