SUBJECT:

STAFF EFFORTS RELATIVE TO FINAL REPORT ON REVIEW OF INTIMIDATION AND HARASSMENT AT TVA My memorandum of March 27, 1986, forwarding the interim report on Intimidation and. Harassment (I&H) at TVA, noted that staff was preparing the final report.

Subsequently, I met with Ben Hayes, 01, to discuss OI involvement in completing the staff's final report. OI has reviewed the draft final report and provided comments. Ben indicated that 0! would also append any current OI information

- on the subject of I&H at TVA.

I expect the report of the review of. files potentially involving I&H to be

forwarded to the NRC's TVA Senior Management Team (SMT) by April 10, 1986.

Subsequently, the SMT will review the report and make recomendations to me based upon the infornation in the report and other NRC actions in progress related to TVA. Those items requiring further NRC action will be identified along with a suggested schedule for their completion. I anticipate forwarding the final report, along with any other supporting information, to the Commission.

As you are aware, TVA did not renew Quality Technology Corporation's (QTC) contract. To ensure that information contained in the files assembled by QTC is available to the NRC, the files, which cover predominately safety-related technical issues but include I&H are being copied by the staff. Where I&H files include safety-related technical issues not previously identified to TVA, the NRC staff will extract such issues. These issues will then be handled as described in Alternative 2 of Harold Denton's April 1, 1986 memo to me, on the 86120SO354 861126 PDR /
