TING 0F THE ADVISORY COMMITTEE ON REACTOR SAFEGUARES,' APRIL 11-13th, 1985 300th ACRS Meeting i The Committee discussed the specific elements for a systematic approach to examination of each nucl_ ear plant now in construction or in opera-tion, as part of the NRC's Severe' Accident Policy.

The Committee considered its role in advising the NRC Staff on matters pertaining to the civilian radioactive waste management program.

Peports on the subjects noted above have been sent to you. ,

The Committee discussed the proposal of the RES Staff to support a

" base" program of NRC safety research.

The Committee discussed the NRC Staff's proposed ap" pro'ach to the quanti , '

fication of seismic margins presented at a meeting of the ACRS Subcom-mittee on Extreme External Phenomena held March 21, 1985.

U The Committee discussed how to gain access to industry-sponsored PRAs without discouraging the initiative on the part of industry in undertak-ing such PRAs (full or partial scope). The ACRS is interested in learning how significant safety insights resulting from such licens- -

ee-initiated PRAs are made available to the NRC and the industry in general and if there are any NRC criteria on what is reportable.

The Committee's comments on the subjects noted above have been provided to the Executive Director for Operations. Copies have been sent to you.

The Committee discussed its response to the Honorable Morris K. Udall, Chairman, Committee on Interior and Insular Affairs, U.S. House of Representatives, regarding the NRC budget request for Fiscal Years 1986-1987 and specifically the NRC Safety Research Program and budget proposed for FY 1986. The Committee's comments have been sent to Congressman Udall. A copy has been sent to you.

The Committee met with representatives of the General Electric Company, Sandia National Laboratories, and the NRC Staff to discuss requiremests for sabotage protection in future-generation nuclear power plants and '

Honorable Nunzio Jo Palladino t The Committee met with representatives of the NRC Staff and the American Physical Society (APS) regarding the recent APS Study Group Report on Radionuclide Release from Severe Accidents in Nuclear Plants. .

The Committee met with G. Zech, Chief, NRC Vendor Program Branch, Office of Inspection and Enforcement (IE), to hear a report on and discuss the IE Vendor Inspection Program.

Subcommittee Activities Since the' last report of ACRS activities, the following Subcommittee meetings have been held:

Class 9 Accidents, in Washington, D.C. on March 14, 1985 to discuss New York Power Authority's source term studies Combined ATWS and Electrical Systems, in Washington, D.C. on March 15, 1985 to review the NRC Staff's activities associated with implementation of the ATWS rule and the status of NRC actions on scram / breaker reliability Reliability Assurance, in Washington, D.C. on March 19,1985 to consider valve reliability in nuclear plants Electrical Systems, in Washington, D.C. on March 20, 1985 to discuss recent NRC actions related to diesel generator reliability

  • Combined Extreme External Phenomena and Diablo Canyon, in Culver City, CA on March 21-22, 1985 to discuss the status of the NRC Staff's seismic design margins programs and PG&Es program plan for a seismic reevaluation of Diablo Canyon Class 9 Accidents, in Washington, D.C. on March 27, 1985 to contin-ue review of the set of NRC severe accident codes to include containnent codes and MELCOR Combined GESSAR II, Reliability and Probabilistic Assessment and Safeguards and Security, in Albuquerque, NM on March 27-29, 1985 to continue the review of GESSAR II for a Final Design Approval applicable to future plants. The principal topics discussed were plant safeguards and the GESSAR 11 probabilistic risk assessment

(1) the W BART/ BASH ECCS codes, (2) review the resolution of TMI Item II.K.3.30, revision of small break LOCA ECCS Evaluation Models Human Factors, in Washington, D.C. on April 4, 1985 to discuss NUREG/CR-3737, a method of ascertaining management / organization's contribution to safety of operating reactors and NUREG/CR-3215,

The topic of operator requalification and the check-operator concept were also discussed Long-Range Plan for the NRC, in Washington, D.C. on April 5,1985 to discuss issues related to nuclear power plant safety and safety regulation over the next 5 to 10 years Procedures and Administration, in Washington, D.C. on April 9,1985 to discuss proposed revisions of ACRS Bylaws regarding activities of members as individuals and possible limitations on ACRS activ-ities to accommodate budgetary and manpower resource cuts Safety Research Program, in Washington, D.C. on April 10, 1985 to discuss a draf t report on the "NRC Safety Research Program" pre-pared by RES dealing with . the justifications for a base Safety Research Program in the future State of Nuclear Power Safety, in Washington, D.C. on April 10, 1985 to discuss a Subcommittee Charter and proposed activity schedule Future Agenda The following items are tentatively scheduled for consideration during the 301st ACRS Meeting, May 9-11, 1985:

Subcommittee report regarding resolution of remaining areas of concern in ACRS report (dated December 15,1981)
