I, Kevin P. Twine, being duly sworn according to law, depose and say as follows:

1. My name is Kevin P. Twine. I am employed by Ebasco Services, Inc. as Manager, Resources Planning. Ebasco has been retained by Georgia Power Company to coordinate offsite emer-gency planning activities for the Vogtle Electric Generating Plant, including coordination with the Savannah River Plant-("SRP") . My business address in Atlanta is 145 Technology. Park /

Atlanta, Norcross, Georgia 33092. A summary of my professional qualifications is attached to this affidavit as Exhibit A.

2. The purpose of this affidavit is to support " Applicants' Motion For Summary Disposition of Joint Intervenors' Contention EP-5," which concerns the capacity of the schools which would be used to receive evacuees from the votgle plume exposure pathway Emergency Planning Zone ("EPZ"). I have personal knowledge of the matters set forth herein and believe them to

3. In the event of an emergency at Plant Vogtle, the number of SRP personnel and other transients on the'SRP site (including, for example, construction workers, timber cutters, and hunters) would range from a maximum of approximately 2500 (a daytime scenario) to fewer than 300 (during off-hours).
4. Buildings have been designated for use as reception centers for SRP personnel and SRP transients in the event of a Vogtle emergency. These facilities are located in the following SRP areas, outside the Vogtle EPZ:
a. 100-P Area
b. 200-F Area
c. 200-H Area .

5. The combined capacity of these facilities to accommodate the processing of evacuees is approximately 15,000 persons. ,

Moreover, due to the availability of open areas in the designated facilities, any one of those facilities could alone accommodate the maximum 2500 evacuees, without necessitating the relocation of personnel who normally work in those areas. These figures demonstrate conclusively that the facilities identified as i

reception centers by SRP have suf ficient. capacity to accommodate the maximum number of EPZ evacuees. l I

6. Thus, SRP adequately provides for the ready availability of ample reception center capacity in the event of a radiological emergency at Vogtle.
