This is in response to your postcard dated Oct er 15,'1988, which recommended keeping the Seabrook and Pilgrim facilities c ed and asked a question about nuclear waste disposal.

With regard to Ireeping the plants closed t e Nuclear Regulatory Connission (NRC),

in carrying out its responsibility to mately decide this matter, will use the best infonnation available with f 11 awareness of ou? responsibility for the protection of public health'and pfety. We take this responsibility very seriously. We believe we are tak fthenecessarystepstoassureourselves that the Seabrook plant will not c,emence operation and the Pilg-im plant will not restart unless and until w te folly satisfied that safe operations can be performed and that the public alth and safety is protected.

With regards to your quest on nuclear waste disposal, we consider two levels of waste for comercial vlear power plants: low level and hich level. Low level waste, is shipped a safe container to an out-of-state Ticensed low level b rial site. High lev waste is usually spent fuel. There is no geological respository for high 4 vel waste at this time. The spent fuel is safely stored a spent fuel pool pending availability of a licensed high

on the plant site level waste geolo. al repository being developed by the U.S. Department of Energy.
