Consumers Energy Company has determined that the changes contained in this revision do not degrade the safeguards effectiveness of the P!an. Accordingly, this revision is submitted under the provisions of 10 CFR 50.54 (p)(2).

- P:lisades Nucl:ar Plant Description Of and Justification For-Sultability, Training and Qualification Plan Revision 17 Fellowing is a description of and justification for changes to the Palisades Sultability, Training and Qualification Plan, Revision 17. Revised Suitability "alning and Qu.alification Plan pages are -
included. Revised Plan text has besn shaded.
Consumers Energy has determined that this revision does not decrease the safeguards effectiveness of the Plan. As such, it is submitted under the provisions of 10CFR50.54(p)(2).
DESCRIPTION OF AND JUSTlHCATION FOR Pl.AN CHANGES
- 1. All Applicable Sections:
References to Consumers Pover Company have been chayd to Consumers Energy. The security program and Sultability, Training and Qualification Plan (STOP) commitments are unaffected by this nan 4 change.
.2. Scope, Page 1 of 12, Second Paragraph:
The reference to the Plant General Manager has been changed to Site Vice President, Pelisades to reflect Plant staff reorganization. The Site Vice President is responsible for overall irnplementation of the plant security program This change does not affect Suitabilit/. Training and Qualification Plan requirements.
- 3. Section 1, Page 2 of 12, Step 1.1.3:
This step has been revised and clarified to indicate that personnel seeking qualification as an armed officer must provide evidence that they are at least 11 years of age; personnel seeking qualification as an unarmed officer must provide evidence that they are at least 18 years of age.
This change is in accordance with 10CFR73, Appendix B which requires that " Prior to employment or assignment to the security organization in an armed capacity, the individual, in addition to (a) and (b) above, must be 21 years of age or older".10CFR73, Appendix B does
! not require that personnel serving in unarmed positions meet this minimum age requirement.
i The Plan has been revised to clarify specific age requirements for both armed and unarmed qualification.
Personnel who seek qualification as unarmed officers are required to meet other applicable suitability, training and qualification requirements of the Palisades Suitability, Training and Qualification Plan according to theirjob classifications. Thus this change does not decrease l
Plan effectiveness.
- 4. Section 2, Page 6 of 12, Step 2.1.1, Third Paragraph:
This paragraph has been revised to include " unarmed officers seeking armed officer qualification" as a category of personnel who may be qualified on weapons prior to initiation of training in any other tasks. Previously this paragraph referred only to " newly hired armed officer l candidates". This change has been made to ensure that both categories of armed officer l candidates can successfully qualify with the required weapons before expending extensive time

- as an armed officer due to failure in weapons qualification.

5.- Section 2, Page 7 of 12, Step 2.3:
The Security Training Coordinator position title has been changed to Security Training Manager to reflect staff changes within the security organization. This is a title change only and has no affect on the responsibilities or requirements of the position as described in the Plan.
_8._ Appendix A, Page 1 of 1, Note At Page Bottom:
This note has been revised to include " unarmed officers seeking armed officer c;ualification" as -
a category of personne! who may be qualified on weapons prior to initiation of training in any other tasks. Previously the note referred only to " newly hired armed officer candidate.s". This change has been made to ensure that both categories of armed officer candidates can successfully qualify with the required weapons before expending extensive time and money in other aspects of the training process only in find that the individual cannot serve as an armed officer due to failure in weapons qualification.
- 7. Appendix B, Page 1 of 20, Task 2.1.1.1, Standards, item 2:
Clarification has been added to indicate that under certa!n conditions. the secuniy officer performing a pat down search and the searched individual may be of the opposite sex. As stated in the resvised guidance, this would be possible only if the individual being searched gran's approval.
- 8. Appendix B, Page 2 of 20, Task 2.1.1.2, Conditions:
The word "only" has been deleted, it was confusing and served no purpose in the statement.
- 9. Appendix B, Page 3 of 20, Task 2.3.1, Standards:
The term " unauthorized material" has been changed to
- prohibited items that could be used for sabotage (ie, firearms, explosives, incendiary devices)". This change of wording is made for consistency with other descriptions and to be more specific in the types of items that X ray operators would be expected to identify. This wording change has no affect on Plan requirements.
- 10. - Appendix B, Page 11 of 20, Task 7.1.15, Standards:
The word
- arrested" has been replaced by " detained" to provide a more accurata description of security officers' responsibilities when apprehending a unauthorized individual. This change of wording is for clarification only. Plan requirements are unaffected.
- 11. Appendix B, Page 11 of 20, Task 7.1.17, Standards:
The word " location" has been deleted. It is redundant in the context of the paragraph and adds nothing. The requirements of the paragraph and the Plan are unaffected by this change.
- 12. Appendix B, Page 16 of 20, Tasks 7.1.8 and 7.1.13, Standards:
Change term
- utilize" to "use" for simplicity and clarity. This is a change of terminology only and does not impact the Plan requirements.
