Gentlemen:
This refers to the inspection conducted by Messrs. A. B. Earnest and J. A. F.
Kelly of this office on February 25, 1986, of activities authorized by NRC
Operating License NPF-47 for River Bend Station, and to the discussion of our
findings with Mr. James Deddens, and other members of your staff at the
conclusion of the inspection.
3 The areas examined during the inspection were access control personnel and
j physical barriers-vital areas. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with
3 personnel, and observations by the inspectors. These findings are documented
in the enclosed inspection report.

j During this inspection, it appeared that certain ui your act.ivities were in
violation of NRC requirements. Paragraphs 2, 3, and 4 of the enclosed
.j inspection report provide details of three apparent violations. As discussed-
- in the telephone conversation of May 30, 1986, with you, we have scheduled
an enforcement conference in our office on June 10, 1986, to discuss these
apparent violations, the reasons for occurrence, and your corrective actions.

10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
! by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the
{ material, with the exception of the report cover page which is an inspection
j summary, will not be placed in the Public Document Room.
The enclosed report is not subject to the clearance procedures of the Office of i
( Management and Budget as required by the Paperwork Reduction Act of 1980,
