This letter acknowledges the receipt of your April 19,1999, application that requested a l certificate of registration for the GrayStar irradiator and the GS-42 sealed source. We have performed an acceptance review of your application and determined that enough information has been provided to initiate a technical review. Please note that the technical reviewers may contact you to request information that was omitted from your application or to obtain clarification of technicalissues concerning your application.

l Please also note that the Commission has determined to prepare an environmental assessment l in accordance with 10 CFR 52.21. Further, in light of the GrayStar irradiator's innovative t

design, the Commission has determined in accordance with 10 CFR 51.60 that an environmental report is necessary.

Since you have not selected specific sites for the GrayStar irradiator, the environmental report should contain generic data. Specifically, you may select characteristics of potential sites and base your report on such characteristics. You may also conduct an in-deoth analysis for one particular location, and indicate how the results could be extrapolated to other sites.
