SUBJECT: INSPECTION REPORT NOS. 50-327/87-64 AND 50-328/87-64

This letter forwards the results of a special inspection of TVA's design

calculation review for the Sequoyah Nuclear Power Plant, conducted at your

Knoxville, Tennessee offices between October 26-30, 1987. The NRC inspection

'

team was comprised of a multi-discipline team of personnel from the Office of

Nuclear Reactor Regulation and from consulting fims. This inspection was the

third inspection of TVA's calculation review program and was principally

focused on examining your corrective actions addressing previous inspection

findings. The team additionally examined the status of the calculation review

program and TVA's corrective actions for selected findings identified in the

series of NRC inspections of the design baseline and verification program.

The team found that TVA's actions for many of the previous inspections items

were acceptable and therefore these items were closed. Several items which

the NRC considers necessary for restart have been left open pending confirina-

tion by TVA that the necessary corrective actions have been completed or speci-

fically committed to and scheduled. The remaining open items addressed in the

enclosed report require further action by TVA and/or review by the NRC to

resolve.

The team determined that the calculation review program was r.lbstantially

I corrplete for the Electrical, Itechanical, and Nuclear Engineering Branches.

l The acceptability of TVA's calculation review program for the Civil Engineering

Branch remains to be reviewed by the NRC.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
