If adppted, the change would ease emer-gency planning requirements for nuclear plants, like Shoreham, when state and local 1 governments refuse to approve or partici-pate in emergency planning. Such plants would no longer have to demonstrate that emergency plans showed a "reasonable as- ,
l surance" that the public health and safety could be protected. The safety standards for those plants would not be as tough as for plants with local- and state-supported g* .
