If adppted, the change would ease emer-gency planning requirements for nuclear plants, like Shoreham, when state and local governments refuse to approve or partici-pate in emergency planning. Such plants would no longer have to demonstrate that emergency plans showed a "reasonable as-surance" that the public health and safety could be protected.
