This is in response to your letter of May 27, 1988, by which you transmitted Revision 13 to the Arkansas Nuclear One (AN0) Industrial Security Plan. We have reviewed the information contained in Revision 13 and have determined-that portions of that plan are consistent with the provision of 10 CFR 50.54(p) and are therefore acceptable. However, as indicated in the enclosure, certain other portions decrease plan effectiveness and are therefore inconsistent with the provision of 50.54(p). Accordingly, you are to follow your previously approved plan in regard to these items. Other changes as listed in the enclosure are in need of minor administrat,ve corrections or additional clarification.

Resubmit corrected plan pages as necessary to maintain plan continuity.

Should you want to pursue changing the security plan with respect to the changes set forth in the enclosure, you should resubmit under the provisions of 10 CFR 50.90.

The enclosure to this letter contains Safeguards Information which is required to be protected from unauthorized disclosure by 10 CFR 73.21 and is being withheld from public disclosure.

In accordance with 10 CFR 50.54(p), attached is the original plus three copies (copy Nos. 1-4) of Revision 13 to the Arkansas Nuclear One Industrial Security Plan. A brief description of the changes made in this revision and the revised pages to the plan are attached. It was determined by Arkansas Power & Light Ccmpany that these changes do not decrease the safeguards ef fectiveness of the plan and, therefore, were made without prior NRC approval.

The attachment contains Safeguards Information of the type specified in 10CFR73.21 and, therefore, should be withheld from public disclosure.
