RE0 VEST FOR CRGR REVIEW OF NUREG 0313 REY. 2 (BWR PIPE CRACKING . LONG TERM RESOLUTION)

The ROGR staff has reviewed the materials provided in sursort of your request for CRGR review of the subject NUREG report, and the asscciated proposed generic letter for implementing the staf f's proposed long range resolution of the BWR pipe cracking issue. Although technical bases are provided or referenced in support of the proposed actions, the package does not contain the complete infomation required for CRGR to reach an inforred recomendation (see CRGR Charter,Section IV.B.). In view of the magnitude o' potential changes to the plant and/or inspection procedures that can be expected to occur in connection with this action, it is especially important that a regulatory analysis of the proposed resolution / implementation be available for review by the Committee prior to its deliberations on this issue. l Additionally, your staff should ensure that the NUREG is not used as the vehicle for generating / establishing generic requirements. I am encicsing ,

previous correspondence between NRR and the EDO which artlifies this point.  ;
