(1) Type and fom of material .

Process solids, either dewatered, solid or solidified, meeting the requirements for low specific activity material .

(2) Maximun quantity of naterial per package.

6. (a) For any package containing water and/or organic substances which could radiolytically generate conbustible gases, detemination must be made by (g

tests and neasurements or by analysis of a representative package such that g the following criteria are met over a period of time that is twice the f i expected shipment time:

(i) The hydrogen generated must be limited to a nolar quantity that would be no rore than 5% by volume (or equivalent limits for other inflam- [i g

g; nable gases) of the secondary contaiger gas void if present at STP (i.e., no more than 0.063 g-moles /ft at 14.7 psia and 70*F); or 5:

(ii) The secondary container and cask cavity must be inerted with a diluent I to assure that oxygen must be limited to 5% by volume in those portions of the package which could have hydrogen greater than 5%.

For any package delivered to a carrier for transport, the secondary container F:

nust be prepared for shipment in the sane manner in which detemination for Ei gas generation is made. Shipment period begins when the package is prepared (sealed) and nust be completed within twice the expected shionent time. [

!il k 11. Prior to each shipment, the nackaging lid seals, if opened (or if the security seal is broken), nust be inspected. The seals nust be replaced with new seals if inspection shows any defects or every twelve months, whichever occurs first.

12. The packaging must be leak tested at least once every twelve nonths in accordance

. with Leak Test Procedure STD P-02-002, Rev. O, dated February 2,1984. Each cask which has been damaged or repaired in the area of a seal rust also be tested prior to subsequent use; normal gasket naintenance does not require a subsecuent test.

13. Packagings fabricated af ter November 30, 1983, must be constructed of A-516, ~0 Grade 70 carbon steel .

la. The package authorized by this certificate must be transported on a notor vehicle, railroad car, aircraf t, inland watercraft, or hold or deck of a seagoing vessel assigned for the sole use of the licensee.

%...../ Transportation Certification Branch Approval Record Model No. HN-100S Package Docket No. 71-9089 By application dated January 28, 1986, Westinghouse Hittman Nuclear Incorporated requested an anendment to the Model No. HN-100S packaging.

The amendment provides for an alternate drain line material. The old material was A-181 Gr 1 which is no longer available and the new material is ASTM A-105. The new material has ultimate and yield values at least as good as the old material (Fu: 70 ksi vs 60 ksi; and Fy: 36 ksi vs 30ksi).

The change will not effect the ability of the package to meet the requirements of 10 CFR Part 71.
