WORK PLAN ON THE DEVELOPMENT OF TECHNICAL POSITIONS In order to better help the Division manage and coordinate its effort on I i the development of Technical Positions (TPs), the work plan contained in i

! Enclosure 1 has been prepared. The purpose of the work plan is to provide ~

j guidance to the Division of High-Level Waste Management (HLWM) staff on the 1 development of TPs. The particulars of the work plan cover the entire TP r j process, and will help ensure that TPs are standard in content and format '

! and consistent with respect to their intent.

)i Because the development of several TPs has been t.ompleted or has begun, the  !

i method I have chosen for implementing this work plan is as follows. For i l those TPs that are still being prepared, the responsible technical reviewer I or lead should develop the information identified in Section 4.2, "Scope 1 Development," of the work plan. In addition to preparing a scope for ongoing [

j TPs, the technical lead should also ensure that the TP is incorporated in the I i appropriate step identified in Section 4., "Development Process." For  ;

i example, if a TP has been prepared for internal staff review but has not yet l 2

been issued for public comment, the technical lead should ensure that the TP

, development follows those steps given in Section 4.3, "Internal Oraf t." t If a TP has been issued for public comment, the lead should begin to follow l the steps given in Section 4.4, "Public Comnent Draft." TPs that already have i been started de not require Division Director approval. l l l 1 For TPs that have been issued, the technical reviewer should conduct the review {

j and evaluation given in $*ction 5.2, "Qualification of Previous Technical j Positions," and take any actions that are appropriate. Enclosure 2 contains a i list of those TPs that are applicable to the Nevada site and are issued in final i form. Although several of these are being revised, all of those in Enclosure 2 i must conform to Section 5.2. Finally, for those TPs identified but not started, l the technical lead should follow all the processes and steps given in this work j plan, i

in the work plan on an expeditious schedule. I am requesting that the information requested for ongoing and final TPs be provided by November 1 j 1988. This information should be coordinated by the Chief of the Geosciences i < ,/

I am sure that you realize the importance of establishing a consistent approach to developing TPs that supports the mission of the agency and the HLWM program.

Therefore, each of you must use this guidance to help the Division achieve that objective.
