Braidwood Station Unit 1 Application for Emergency Amendment to Facility Operating License NPF-72, Appendix A, Technical Specifications NRC Docket No. 50-456

Dear Mr. Murley:

Pursuant to 10 CFR 50.90, commonwealth Edison hereby requests an emergency amendment to Appendix A, Technical Specifications, of Facility Operating License NF-72. The proposed amendment is a one-time only change for Unit 1, Cycle 1 to Technical Specification 4.2.2.2.b, 4.2.2.3, 3.2.3.b and 3.3.3.2.a for the Moveable Incore Detector System. The change proposes to reduce from 75% to 65%, the number of incore moveable thimbles required for the system to be operable.

This change is necessitated due to the discovery of fifteen (15) blocked thimble tubes in Braidwood Unit 1. A substantial effort has been made to clear the blocked thimble tubes resulting in 42 (72%) being clear as of May 31, 1988. This has resulted in Unit 1 being two (2) short of the Technical Specification minimum of 44 (75%). Efforts to clear the remaining thimble tubes have not been successful. The proposed Technical Specification change will allow Unit 1 to operate until the completion of cycle 1 at which time the blocked thimble tubes will be cleared.

Since all possible efforts have been made to clear the blocked thimble tubes, prompt NRC review and approval of this proposed amendment is requested unde. the provisions of 10 CPR 50.91a(5). Verbal notification of Commonwealth EdAson's intent to request this amendment was provided to NRR on May 27, 1988.

The proposed amendment has received both On-site and off-Site review $O and approval. We have reviewed tris proposed amendment in accordance with 10 CFR 50.92(c) and determined that l'nificant hazards considerations exist.

f T.E.-Murley May 27, 1988 Commonwealth Edison has notified the' State of Illinois of this application for an emergency amendment by telephone. A copy of this letter and its attachments has been transmitted to the designated State Official.

Approval of this proposed amendmerit is required prior to 3:00 p.m. ,

C.D.T. on June 2, 1988.

In accordance with 10 CFR 170, a fee remittance in the amount of

$150.00 is enclosed.
