This platform was evaluated by the Nuclear Regulatory Commission (NRC) staff and accepted for use in nuclear facilities to perform safety related instrumentation and control functions (Agencywide Document Access and Management System (ADAMS)

Taneja Docket No.: 99902032 Description of Topical Report Changes The RadICS Platform topical report (TR), 2016-RPC003-TR-01, is being revised to reflect the addition of three new modules; 1) Wide Range Analog Inputs Module (WAIM), 2) Resistance Temperature Detector Inputs Module (RIM), and 3) Thermocouple Inputs Module (TIM), as well as new cable assemblies and interface protection modules to the list of qualified platform components.

Updates to the electronic design logic of five previously approved platform modules was also necessary to support inclusion of the new platform modules. This TR revision therefore includes updates to the following platform modules; 1) Logic Module (LM), 2) Analog Input Module (AIM), 3) Analog Output Module (AOM), 4) Optical Communications Module (OCM),

5) Interface Protection Module, as well as updates to the system Chassis assembly. The logic configurations of these modules were modified to support system compatibility with the new input modules.

The scope of the NRC review is limited to platform module and component changes described above. All other aspects of the RadICS platform topical report are unchanged and therefore previous NRC approvals, provided in ADAMS Accession No. ML19231A182, remain in effect.

Taneja Docket No.: 99902032 Technical Evaluation The new RadICS platform modules and components were developed and qualified for inclusion in accordance with the same NRC approved processes that are described in the RadICS topical report. The scope of this evaluation is therefore limited to evaluation of the commercial grade dedication (CGD) and equipment qualification activities performed for these new modules.

The following descriptions of new platform modules are hereby included to supplement the component descriptions provided in Section 3.2.2.1 of the RadICS platform TR safety evaluation (ML19231A182).

3.2.2.1.7 Wide Range Analog Input Module (WAIM)

The WAIM is used for the acquisition of analog signals (-10 V to +10 V DC) and the conversion to engineering units. The WAIM has 32 independent input channels.

3.2.2.1.8 Resistance Temperature Detector Input Module (RIM)

The RIM is used for the acquisition of various types of RTD input signals and the conversion to engineering units. The RIM has 8 independent input channels.

3.2.2.1.9 Thermocouple Input Module (TIM)

The TIM is used for the acquisition of various types (Type B, E, J, K, N, R, S, T) of thermocouple input signals and the conversion to engineering units. The TIM has 32 independent input channels. The TIM also supports raw millivolts (mV) acquisition (to support any other sensor type with external conversion into temperature performed in Logic Module (LM)).

Commercial Grade Dedication Components of the RadICS platform are developed by RPC Radiy and are then commercially dedicated by Radics LLC for use in nuclear safety related applications. The commercial grade dedication reports for each of the affected modules were submitted to the NRC to support this evaluation. All these CGD reports are included in ADAMS package Accession No. ML20118C356.

The Radics LLC CGD program was evaluated during the RadICS platform TR safety evaluation (ADAMS Accession No. ML19231A182) and was found by the NRC staff to be acceptable. The CGD evaluation included a review of the CGD reports for all RadICS platform modules. Section 3.4 of the RadICS platform TR safety evaluation, documents the results of that evaluation. The NRC staff therefore reviewed updates to these previously evaluated CGD reports as well as CGD reports provided for the new RadICS modules.

These CGD activities were used to establish technical and quality characteristics equivalent to those required of a system developed under a 10 CFR 50 Appendix B program.

Taneja Docket No.: 99902032 All logic development to support the new platform modules was performed in accordance with the development processes previously evaluated by the NRC staff and were commercially dedicated in accordance with Radics LLC CGD processes.

RadICS platform component critical characteristics include physical, performance and dependability characteristics. The CGD reports summarize the results of the assessment of critical characteristics for each of the new and revised RadICS platform modules and supporting components. The NRC staff determined the Radics LLC CGD reports provide adequate documentation of the performance of CGD activities and provide references to records that support CGD findings.

Equipment Qualification Testing Equipment qualification (EQ) testing was performed to update the qualification status of the RadlCS hardware and software and logic to include the three new RadICS input modules and a revised Logic Module (LM). A supplemental Equipment Qualification Summary report (EQSR) was provided to the NRC to support this safety evaluation (ADAMS Accession No. ML20118C313).

RPC Radiy is the manufacturer of the RadlCS platform and Radics LLC is the qualifier of the RadlCS platform. Radics LLC used its QA Program (QAP) to complete the qualification testing and analyses activities by procuring testing services from qualified laboratory facilities.

A subcontractor, Kinectrics Inc., provided qualification testing services to Radics LLC at its test laboratory facilities in Toronto, Ontario, Canada. These included environmental, seismic, and class 1E to non-1E Isolation qualification testing services. Electromagnetic Interference /

Radio Frequency Interference (EMI/RFI) Emissions and Susceptibility, Electrical Fast Transient, Electrostatic Discharge and Surge Withstand qualification testing services were performed by another subcontractor, TÜV SÜD Canada located in Gormley, Ontario, Canada.

A Supplemental Qualification Test Specimen (SQTS) was developed for the EQ tests. The NRC staff confirmed that all new modules and platform components including connectors, and cables associated with new modules were included in this SQTS. The SQTS also included RadICS platform components that were previously qualified however, these components were used to support test system functionality rather than for the purpose of re-establishing qualification. These previously qualified components were therefore not considered within the scope of this safety evaluation however, they remain qualified for use in nuclear safety applications.

A test system was used to stimulate inputs and monitor outputs of the SQTS during tests to verify correct correspondence between SQTS input and output during and after qualification tests, to confirm lack of spurious behavior during test performance and to demonstrate predictable behavior of the representative RadlCS SQTS hardware during normal and Office of Nuclear Reactor Regulation Topical Report Safety Evaluation Topical Report Information Review Information Report Number: N/A Division/ Branch: DEX/ECIB

Atmospheric (Temperature and Humidity)

The RadICS SQTS operated satisfactorily during the atmospheric tests and all operability and prudency tests were completed satisfactorily. The qualification envelope for RadICS supplementary equipment is the same as the envelope established for previously qualified RadICS platform components. The NRC staff found that the RadICS platform supplementary equipment is acceptable for installations where environmental conditions do not exceed the established temperature and humidity qualification envelope.

Class 1E to Non-1E Isolation The NRC staff determined that the RadICS SQTS met the criteria of IEEE Std. 384-1992 and Sections 4.6.4 and 6.3.6 of EPRI TR-107330. It is the responsibility of the licensee to verify that maximum test voltages cited in the equipment qualification summary report to which the RadICS equipment is qualified to operate are not exceeded for all RadICS 1E to Non-Class 1E interfaces.

Electromagnetic Interference / Radio Frequency Interference The NRC staff determined the SQTS met the EMI/RFI test acceptance criteria and is qualified for operation up to these tested limits. Operability and prudency tests were also performed before and after EMI/RFI test activities. It is the responsibility of the licensee to determine that plant-specific EMI requirements do not exceed the capabilities of the Radics LLC system as approved in this safety evaluation.

Taneja Docket No.: 99902032 Seismic Qualification The NRC staff finds that seismic qualification of the SQTS has been acceptably demonstrated for operating basis earthquake (OBE) and safe shutdown earthquake (SSE) events up to acceleration levels shown in the OBE and SSE test results spectra in the supplemental Equipment Qualification Test Report. The use of Radics LLC system equipment for the performance of safety system functions in a nuclear power plant, requires licensees to determine that plant-specific seismic requirements do not exceed RadICS system qualified seismic spectra.

Four nonconformances and one Notice of Anomaly were identified during the qualification testing. The nonconformances were dispositioned by Kinectrics and approved by Radics LLC and were determined to have no effect on the qualification test results. The NRC staff reviewed each of these nonconformances and confirmed that qualification test results were not affected and that all equipment in the SQTS is qualified for inclusion in the RadICS platform.

NRC Staff Safety Evaluation Updates:

In addition to the description updates for Section 3.2.2.1, Table 3.2-1 of the NRC staff safety evaluation is hereby superseded by the following table to reflect the new and revised platform modules and components approved for use by this safety evaluation.

One has the connector on the top portion of the module and the other has the connector on the bottom portion of the module. Taneja EPID: L-2020-TOP-0020 Docket No.: 99902032 Conclusions The NRC staff determined the RadICS platform consisting of modules and components described in Revision 2 of RadICS TR 2016-RPC003-TR-001, (ADAMS Accession No. ML20118C311), their design features, the platform logic embedded in electronic boards and the processes used to produce and dedicate them are sufficient to support compliance with the applicable regulatory requirements for a plant-specific use in safety-related I&C systems.

This determination is applicable for use of the RadICS platform in safety-related applications provided that each plant-specific use satisfies the limitations and conditions delineated in Section 5.0 of the NRC staff safety evaluation (ADAMS accession No. ML19233A177). The NRC staff further concludes that the RadICS platform can be used in safety-related systems and can provide reasonable assurance of adequate protection of public health, safety and security when safely applied in an I&C system architecture.

Conditions and Plant-Specific Action Items Section 7.0, Plant Specific Action Items of the RadICS platform TR safety evaluation (ADAMs accession No. ML19233A177) contains 13 plant-specific action items (PSAIs).

These PSAIs are not affected by revision 2 to the topical report and will remain in effect.

There are no Conditions or additional PSAIs being added for this topical report revision.

PSAIs are applicable to all RadICS modules and components including modules and components added by Revision 2 of the RadICS topical report.
