June 12, 2020 MEMORANDUM TO: Dennis C. Morey, Chief Licensing Projects Branch Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation FROM: Jonathan G. Rowley, Project Manager /RA/

Licensing Projects Branch Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation

SUBJECT:

SUMMARY

OF FEBRUARY 20, 2020, PARTIALLY CLOSED PRE-SUBMITTAL MEETING WITH ANALYSIS AND MEASUREMENT SERVICES CORPORATION REGARDING A FORTHCOMING TOPICAL REPORT ON ONLINE MONITORING TECHNOLOGIES On February 20, 2020, a partially closed pre-submittal meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Analysis and Measurement Services Corporation (AMS). During the meeting, AMS updated the NRC staff on its plans to submit a topical report entitled Resolving Regulatory Issues with Implementation of Online Monitoring Technologies to Extend Transmitter Calibration Intervals. The meeting notice and agenda, dated February 7, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20038A293. A list of attendees is enclosed.

The AMS presentation material can be found at ADAMS Accession No. ML20056F689 (non-proprietary version). During the open portion of the meeting, AMS provided an overview of the project. AMS reiterated that it received a grant to find a way in which the nuclear power industry may extend the calibration intervals of pressure, level, and flow transmitters. The implementation of online monitoring (OLM) would help avoid unnecessary calibration of those transmitters, as drifting of the transmitters could be identified while a plant is operating.

During the closed portion of the meeting, AMS provided a walkthrough of a draft topical report.

In the draft topical report, AMS provided the basics of OLM technologies and the details of the implementation of OLM technologies for evaluating transmitter calibrations. In addition, the meeting included a discussion of the questions asked by the NRC staff during the first pre-submittal meeting on September 5, 2019 (ADAMS Package Accession No. ML19266A659) and AMSs responses.
