OF SEPTEMBER 5, 2019, PARTIALLY CLOSED PRE-SUBMITTAL MEETING WITH ANALYSIS AND MEASUREMENT SERVICES CORPORATION REGARDING A FORTHCOMING TOPICAL REPORT ON ONLINE MONITORING TECHNOLOGIES On September 5, 2019, a partially closed pre-submittal meeting was held between the U.S.
Nuclear Regulatory Commission (NRC) staff and Analysis and Measurement Services Corporation (AMS). During the meeting AMS informed the NRC staff of its plans to submit a Topical Report (TR) entitled Resolving Regulatory Issues with Implementation of Online Monitoring Technologies to Extend Transmitter Calibration Intervals.
During the open portion of the meeting, AMS explained the regulatory issue which the TR will attempt to address. AMS received a grant to find a way in which the nuclear power industry may extend the calibration intervals of pressure, level, and flow transmitters. The implementation of online monitoring (OLM) would help avoid unnecessary calibration of those transmitters as drifting of the transmitters could be identified while a plant is operating.
During the closed portion of the meeting, AMS explained numerous errors OLM can reveal, historical OLM implementation efforts, and provided an outline of the TR. AMS expressed the need to have the review completed by the end of 2020 to coincide with the expiration of the grant under which the TR is being done if the TR is submitted in early 2020. The NRC staff expressed that a typical TR review takes 2 years and that completing a review in a year is a stretch. The NRC staff indicated they will evaluate the AMS proposed timeline to see if a one-year review can be supported. A second pre-submittal meeting to occur in November or December 2019 was agreed upon. A timeline that can be supported will be discussed during that meeting.
