This is in reply to your letter dated August 13, 1982, concerning I:RC participation in the continuing process of revising International Atomic Enercy Agency (IAEA) transport regulations.
He share your view that revising the IAEA regulations is an important task which deserves full participation by flRC staff. This is why the NRC has contributed a relatively high level of support toward the IAEA regulations. 1: embers of the NRC staff have attended virtually all of the nunerous meetings, conferences, and sessions which the IAEA has convened on this subject.- At your request. representatives from one or more of the three NRC' offices involved with transportation have attended the inportant international sessions where decisions are made. We have also participated in the ocetings sponsored by your agency to obtain industry views. NRC technical assistance funds have been used to address subjects under consideration by IAEA and to make !!RC contractors available at IAEA technical sessions.
In view of our comitment in this area, we are concerned that the absence of a staff member due to illness was considered to be an indication of dwindling support for improving IAEA rsgulations. I assure you that such is not the case. 1.'e believe a strong U.S. role is needed at the IAEA, and we are considering possible ways to strengthen that role.
In this regard, one of the basic problems which hampers U.S. effectiveness at the IAEA is that the international responsibilities of DOT and NRC are not well aligned with the donestic responsibilities of each agency.
Also, the extent of resources and technical assets each agency devotes to radioactive raterial transport is not in good balance with the division of responsibilitics under our present Decorandum of Understanding. He believe it uculd be beneficial for DOT and I:RC to review their joint .
. transportation responsibilities with a view toward identifying possible adjustaents that would contribute to a nore effective U.S. role at the IAEA. He s:ould welcome your views on this subject.

Mr. t.. D. Santman In the interim, we suggest that NRC and DDT work to coordinate IAEA activities more ' closely. Mr. Richard E. Cunningham has been designated as the NRC program manager for transportation. To assure propeercoordina-tion between our agencies, with the exception of enforcement issues, Mr. Cunningham should be the point of contact in regard to matters pertaining to transportation, including IAEA activities. For matters pertaining to enforcement, Ms. Jane Axelrad, Office of Inspection and Enforcement, is the NRC contact.
