Gentlemen:

SUBJECT: NRC INSPECTION 50-313/92-27; 50-368/92-27

This refers to the inspection conducted by Dr. D. Blair Spitzberg and

Mr. John L. Pellet of this offit.e oli December 7-11, 1992. The inspection

included a review of activities authorized for Arkansas Nuclear One, Units I

and 2. At the conclusion of the inspection, the findings were discussed'with

those members of your staff identified in the enclosed report.

Areas examined during the inspectinn are identified in the report and include

a review of the operational status of the emergency preparedness program.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

evaluation of- personnel proficiency in performing emergency response duties.

The results of this inspection are documented on pages 1 and 2 of the enclosed

'

inspection report.

During walkthroughs of simulated accident scenarios with contrnl room

operating crews, a weakness was identified concerning the performance of some

emergency response resonnel. 'This weakness is-discussed in Section 5.1 of

the enclosed report ud involved crews' failure-to demonstrate the capability

to perform accurah dose-assessments in a timely manner from the control room

following an unmon; cored release. You are requested to provide this office,

within 30 days after receipt of this letter, with your analysis of the

weakness, a description of your corrective measures, and your schedule for

completing these actions'.

this letter and its enclosures will be placed in the NRC Public Document Room.
