FROM: John G. Davis SUBJECT.: EXTENDING REGIONAL AUTHORITY ,
This relates to the action that extends to the Regional Offices' authority over the U.S. Army for material licensing. If the following is accurate, I prefer the extention be expressed something like the following:
This action extends to the five Regional Offices the same licensing authority for certain federal activities as they
.now possess for non-federal activities. The only Federal licensees not now included in this action are the United States Air Force and the United States Navy which are in the process of major license modifications which may require some-time to complete. Following these modifications, it is intended that the licensing authority for these Federal activities also will be extended ~ to the Regions.
I If accurate, please assure this type of expression is incorporated in the letters, the Federal Register Notice, and the staff notes.
