SUBJECT:

NRC ACCESS TO THE NUCLEAR PLANT RELIABILITY DATA (NPRD) SYSTEM r

There have recently been numerous discussions of the NRC's needs with respect to access to the NPRD System. Based on our experience with using the system and on discussions with NRC offices, we propose the following as a reasonable course of action that will balance the NRC's needs for access and INP0's concerns that data be adequately protected and that NRC access will not degrade system performance. .

1. The NRC be given 23 passwords to permit direct access. This number

is based on two passwords (i.e., a principal and an alternate) for NRR, IE, RES, AE00, and each Region; and five passwords that would

. be available for use by other NRC personnel, ACRS or NRC contractors.

The issuance of a password to a contractor would be authorized only after the NRC receives formal assurance that unauthorized use of the system would not be made by the contractor (e.g., the data would be used only for the specific project for which access is authorized), and the data would be adequately protected. In this regard, it is important that we reinterate to INP0 that " sharing" of passwords by multiple individuals is prohibited by NRC security rules. Thus, it is not practical to issue a password to an individual (e.g., someone in AEOD) who would then share it with another user (e.g.,

analternate).

2. INPO would provide three slots for NRC personnel in each NPRDS training course. These slots would have the same priority as INPO members. Additional slots would be made available on a " space available" basis.
3. The NRC would pay a reasonable fee for training, documents, computer services, etc., provided by INPO.

Q,QQ[l idi ?'a 1 James H. Sniezek 4. INPO would provide to the NRC a monthly Usage Report of the amount of access by each NRC user. In addition, INPO would provide sufficient data to allow the NRC to determine if NRC use of the system is producing a significant degradation in system performance.

The NRC would agree to take action (e.g., copy the data on another computer to support NRC access) if NRC usage causes a significant degradation in system perforraance.

We believe that the program described above will adequately meet the NRC's needs for access to the NPRD System. This position has been reviewed and concurred in by NRR, IE, RES, NMSS, OPE, ACRS, and the Regions. If you agree, then I propose that we meet with INP0 to discuss this subject in the near future.
