THE DETROIT EDISON COMPANY (Fermi 2)

Receipt of Request for Action Under 10 CFR 2.206 Notice is hereby given of the receipt of a Petition for immediate action with respect to Fermi 2. By letter dated February 15, 1986, the Safe Energy Coalition of Michigan (SECOM) requested that the Commission take ininediate action to require licensee to show cause why its license should not be revoked in light of the allegations set forth by Petitioner.

SECOM asserts as grounds for its request that (1) the NRC has not elevated i

enforcement actions against the licensee to the extent mandated by the Atomic Energy Act and the Code of Federal Regulations, (2) continued lack of management controls at levels that meet NRC requirements have resulted in ineffective I programs and incompetence at critical levels of the licensee's organization including operations, maintenance, security, and engineering, (3) twenty-six violations issued recently were willful in that they showed a careless disregard for requirements, (4) the licensee has been unable to comply with certain NRC requirements, and (5) the recently released operations improvement plan will ,

f not provide the substantive changes needed to correct the serious breakdown of operations at Fermi 2.

The Petition is being treated pursuant to 10 CFR 2.206 of the Commission'<

regulations. As provided oy section 2.206, appropriate action will be tiken on tne Petition within a reasonable time.
