L I approve option 2. This option continues the present KI policy of stockpiling KI for emergency workers and institutionalized ,
persons but also recognizes that the State or local governments are ultimately responsibie for-the protection of its citizens.
Therefore, the decisions for stockpiling and use of KI.should be left to the discretion of these governments. Under this option, !
the Federal government would establish funding for the purchase ,
of KI. The State and local governments would be responsible for )
maintenance, distribution and subsequent costs. Under this option, the Federal KI policy would remain unchanged but the
. Federal funding allows State and local' governments that choose to stockpile KI as an additional protective measure for the general public, (which is properly a State or local, not Federal, decision) to do.so with Federal support for purchase of the KI.
Thus, this option facilitates State and local decision making on o the matter while leaving the.present policy in place. Of the two l options recommended by staff, it is preferred because It leaves l the decision wholly within the State.and local governments and free of Federal influence.
For these same reasons, NRC should not effect a rule that requires KI as a protective measure for the public. I believe, however, that NRC licensees should be required, as part of the emergency response planning, to discuss this matter with State !
and local governments who.make. decisions on protective measures ;
as part of their planning for responses to emergencies.
Finally, KI stockpiles should be maintained for NRC employees who are expected to perform first responder responsibilities.
