The existence and the availability of three Federal j
stockpiles of KI for nuclear biological and chemical events and the planned establishment of 26 additional Federal K1 stockpiles should provide assurance i
to States and local governments that a Federal stockpile of K1 is available, should it be needed.
Given the central role of States and local governments j
in protecting public health and safety, this option allows States to recognize j
circumstances in their particular States where the use of KI may be i
beneficial.
However, it will not unnecessarily impose a requirement on States, but allov them to weigh, for their populations, the radioprotective benefit of KI distribution in light of projected risks, taking into account state emergency preparedness plans and a State's efforts to evacuate or shelter its citizens, prior to a nuclear reactor accident progressing to a stage with significant off-site releases.
I further agree with the comment in Commissioner.icus' vote that KI stockpiles should be maintained for NRC employees who are expected to perform first responder responsibilities.
