Investigation Section, Safeguards Branch Inspection Summary:

Inspection on October 18-20,1978 (Report No. 70-33/78-14)

Areas Inspected: Unannounced routine physical security inspection of the imple-mentation of Approved Security Plan dated February 25, 1974 and Section 9.0 of Materials and Plant Protection Amendment MPP-1 revised and issued in its entirety on November 30, 1976 including: Access Controls; Keys, Locks, Combinations; Detection Aids; Response Controls; Central Alarm and Communication System; Testing and Maintenance; SNM Protection; and Reports of Incidents. Licensee action on previously identified items of noncompliance related to Security Organization (78-10-01); and Detection Aids (78-10-02); and licensee action on previously identified unresolved items related to Central Alarm and Communication Systems (78-10-03 and 78-06-03) and Access Controls (78-06-04). The inspection was initiated during regular working hours and involved 16 inspector-hours onsite by one NRC. regional based inspector.

7 Inspection Surmiary 2 Results: Of the eight areas inspected, no apparent items of noncompliance were identified in six areas; one apparent item of noncompliance was identified encompassing two areas: (Infraction - failure to maintain proper key and lock control, Paragraph 4 and failure to protect the response duress code, Paragraph 6).
