I agree with Commissioner Rogers and McGaffigan to neither approve or disapprove of' the staff position in this paper since I find that there is insufficient information to support either the staff or the BWRVIP positions. I concur with the Chairman's comments in the second and third paragraphs of her comments. I also concur with the second paragraph of Commissioner McGaffigan's comments.
