NRC INSPECTION NO. 97001

Dear Mr. DeMarco:

This refers to the inspection conducted January 24,1997 at the Jackson, Michigan campus. The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with you at an onsite exit meeting on January 24,1997, and after further review of the additional information you submitted on January 26,1997, additional findings were discussed with you on January 28,1997.

The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations <

and with the conditions of your license. Within these areas, the inspection consisted of l selective examinations of procedures and representative records, interviews with personnsl, and independent measurements.

During this inspection, certain of your activities were found to be in violation of NRC

, requirements, as described in the NRC Form 591 issued on January 24,1997. With l respect to the first violation the additionalinformation you submitted on January 26,1997 i showed that the authorized user was present during the use of licensed materials in l September 1996. Consequently, this violation and NRC Form 591 is being rescinded and no reply or additional information is required and we have no further questions regarding this matter at this time.

With respect to the second violation, it is our understanding that you will amend your i license to permit the possession, incident to disposal, of one nominal 2 millicurie j (74 megabequerel) cobalt-60 source decayed to approximately 110 microcuries (4.07 l megabequerel). In f act, you have initiated this amendment in a letter dated January 26,1997. The violation is described on the attached NRC Form 591 therefore, no reply is required and this matter will be reviewed during a future inspection.
