SUBJECT:

SAFETY EVALUATION REPORT: ADMINISTRATIVE AND ORGANIZATIONAL CHANGES Backaround By application dated January 31, 1997, Idaho State University (ISU) requested that Materials License SNM-1373 be revised to incorporate administrative and organizational changes.

Discussion I

The changes proposed by ISU include: (1) ider.tifying the current members of the Idaho State Board of Education; (2) identifying the current ISU University  ;

Officers and the Radiation Safety Officer; (3) making the Reactor i Administrator the only person having direct responsibility for the operation  !

of the subcritical assembly; (4) limiting keys for use of the subcritical assembly area to the Dean of Engineering, the Reactor Administrator, the Reactor Supervisor, and personnel authorized by the Reactor Administrator; and .

(5) updating the list of measuring and monitoring instruments.

Cateaorical Exclusion Based on the information submitted by ISU, the staff has determined that the changes are administrative and organizational and, as such, will not adversely affect the public health and safety or the environment. Accordingly, the staff has determined that the criteria in 10 CFR 51.22(c)(11) for categorically excluding an action from an environmental review have been met.

Therefore, neither an environmental assessment nor an environmental impact statement is necessary for this proposed action.

Conclusion / Recommendation The staff has reviewed the proposed changes and has determined that they are acceptable and will have no-adverse affect on the public health and safety or the environment. The Region IV Principal Inspector has no objection to this proposed action.
