Dear Mr. Martin:

Thank you for your supplemental statement on behalf of the Environmental Defense Fund, Sierra Club, Environmental Policy Institute, and- Southwest Research and Information Center. The statement supplemented oral coments made at the Comission's meeting on September 10, 1985.

Your statement emphasizes the need for the NRC to act promptly to address ground. water contamination at licensed mills including adoption of interim rules, to keep the 2 picocurie per square meter per second radon flux limit, and to adopt rules for limiting raoon emission when mills are temporarily shut down. You also supported the jurisdictional validity of the EPA standards.

These same basic comments were submitted by conservation organizations in written responses to the Comission's proposed rule. In responding to these earlier written coments, the positions advocated in your written supplement have been considered both by the NRC staff and the Comission in the course of the present rulemaking.

Although your supplemental statement has been placed in the docket file for the rulemaking for the fir ' set of conforming changes, it is a very late written comment and has not beu specifically listed or individually considered in the Comission's formal response to coments. We thank you for your continued interest in the Comission's rulemaking. -
