Dear Sir:

This is a request for a modification of the technical specifications and the emergency plan for the Kansas State University TRIGA Mk.11 Nuclear Reactor Facility. The changes are needed l

because of the merger of the Departments of Nuclear Engineering and Mechanical Engineering at Kansas State University, the merged department to be named the Department of Mechanical and Nuclear Engmeering. The merger is effective for fall semester,1996.

Within the Department of Mechanical and Nuclear Engineering, the B.S. program in nuclear engineering will be offered as an option in the joint curriculum. We plan to maintain the M.S.

degree program in nuclear engineering. The Ph.D. program in all engineering disciplines is offered collectively by the College of Engineering. The nuclear engineering educational program will be administered by a " Nuclear Engineering Program Director," formerly the Head of the Nuclear Engineering Department. With your approval, we intend for the Program Director to continue serving as the Chairman of the Reactor Safeguards Committee.

The position of" Director" of the Nuclear Reactor Facility is a faculty appointment not recognized in the facility license. That position has been discontinued cffective 17 Aug 96. We have appointed a " Manager" of the Facility, who also serves as Reactor Supervisor and who will report to the Program Director (and Chairman of the Safeguards Committee).
