Dear Sirs:

This is to request a change in Paragraph 2.B of the Operating License for the Kansas State University TRIGA MkII Nuclear Reactor, namely, to increase the mass of uranium-235 permitted for receipt, possession, and use in connection with the operation of the reactor from 3.8 to 4.0 kilograms.

The reason for the request is that the Department of Energy, under our Fuel Cycle Assistance Contract, has allocated four new TRIGA fuel elements, to be received by the Kansas State University Reactor during federal fiscal year 1995. Each element contains, nominally,0.039 kilograms of uranium-235.

At present, our inventory of uranium-235, under federal license R-88 and Kansas License 38-C0ll-01 amounts to 3.654 kilograms. Receipt of the four elements would bring the total to 3.810 kilograms. We are asking for a 4.0-kilogram limit to allow a reasonable margin of flexibility.

Our fuel storage space is ample and the fuel storage requirements of License Technical Specification G-1 will not be challenged.
