The changes in'section 4.11 on pages 25 and 26 deal with the circumstances under which vehicle
- immobilization may be performed and the methodology for achieving it. These changes were made to address NRC correspondence dated May 20,1994 following the Commission's review of Issue 4, Revision ;

- The changes made in issue 4, Revision 2 are not considered to be a decrease in the effectiveness of the Physical Security Plan or the Nuclear Security Program for Nine Mile Point Nuclear Station.
