l South Texas Project 1 Units 1 & 2 1 Docket No. STN 50-498 and STN 50-499 Unit 1 One Time Only Technical Specification 3.10.8 Amendment Request The South Texas Project proposes to amend its Operating License NPF-76 for the South Texas Project Electric Generating Station, Units 1 to include addition of Technical Specification 3.10.8. The addition of Technical Specification 3.10.8 which would allow a one time only extension of the Standby Diesel Generator Allowed Outage Time for a cumulative 21 days on "A" Train Standby Diesel Generator. In addition, it would also extend the Allowed Outage Time I on each Essential Cooling Water loop for a cumulative 7 days. This one time only change would become effective on April 10,1996 and expire and be removed from the Technical Specifications on May 15,1996.

The proposed change does not supersede the South Texas Project proposed Special Test Exception described in our applications dated May 1,1995 and December 19,1995. The South Texas Project is proposing the one-time change in anticipation of NRC approval of the permanent change, but recognizing that the approval is not expected in time to support Diesel Generator maintenance activities currently planned to be performed on-line. Rescheduling these activities to the upcoming Unit I refueling outage would impose substantial hardships on the station. This change conforms to all of the information submitted in support of the Special Test Exception and differs only in that it is for a one-time only occurrence. Therefore, the Safety Evaluation and No Significant Hazards Determination provided in Letter ST-HL-AE-5076, dated May 1,1995 are applicable for this submittal (see Attachment 3 for a list of all docketed information on this subject).

The South Texas Project has reviewed the attached proposed amendment pursuant to 10CFR50.92 and determined that it does not involve a significant hazards consideration. In addition, the South Texas Project has determined that the proposed amendment satisfies the l criteria of 10CFR51.22(c)(9) for categorical exclusion from the requirement for an environmental

! assessment. The South Texas Project Electric Generating Station Nuclear Safety Review Board l has reviewed and approved the proposed changes.
