DOC r.E r . a ., )(;.
January 13, 1984 SIMCH Hon. Nunzio Palladino, Chairman and Commissioners U.S. Nuclear Regulatory Commission Washington, D.C. 20555
Dear Chairman Palladino and Members of the Commission:
Pacific Gas and Electric Company (Diablo Canyon Nuclear Project, Units 1 and 2); Nuclear Regulatory Commission Docket Nos. 50-275 0.L. and 50-323 0.L.
We understand that the commission briefing and taking of public comments on Diablo Canyon low-power operation, previously scheduled for January 17, has now been postponed. However, we understand the commission may take up the request by Pacific Gas and Electric Company (PG&E) for permission to operate at modes 3 and 4 (i.e., non-criticality hot testing).
Governor George Deukmejian supports the request of PG&E for authority to operate at modes 3 and 4. As we have previously indicated, no safety hazards are presented by such pre-criticality operation, and such testing can provide valuable information about the operation of the plant.
Very truly yours, JOHN K. VAN DE KAMP Attorney General 1 l
