The Baltimore Gas and Electric (BG&E) Company hereby submits for your information and distribution the attached revision to the Bases for the Technical Specifications provided with Operating License Nos. DPR-53 and DPR-69 for Calvert Cliffs Unit Nos.1 & 2, respectively.

This figure identifies an i acceptable range of values and relationships for the boric acid solution parameters of volume, temperature and concentration. The Bases, however, identify a specific volume and concentration as necessary to ensure sufficient shutdown margin under the ' maximum boration capability requirement" conditions. Since the purpose of the Bases is to provide additional supportive informatien explaining the assumptions and methods used to determine the limiting conditions for operation, it is unnecessary to repeat the specific values. Further, this specific value is only one of several possibilities for an acceptable volume and concentration, and is therefore inappropriate in that it'may be misleading.

Document Control Desk August 27,1991 Page 2 Ilattimore Gas and Electric Company has therefore revised pages B3/412 and B3/413 of the Bases for the Unit 1 and Unit 2 Technical Specifications as shown on the marked-up pages attached to this transmittal. These changes are consistent with the existing desip basis for the facility as documented in the Updated Final Safety Analysis Repost.

Baltimore Gas and Electric Company also requests reissuance of the appropriate pages of Amendment Nos.115 and 98 to its Operating License Nos. DPR-53 and DPR-69 for Calvert Cliffs Unit Nos. I and 2, respectively, to complete the implementation of the approved changes to the Technical Specifications. As requested in Reference (a), BG&E has noti 0ed the Nuclear Regulatory Commission of completion of installation of a contt.inment high radiation isolation signal on the containment vent line for both Units 1 and 2 (References e and b, sespectively). As indicated in Reference (a), deletion of Technical Specification 3/4.6.1.8, *Conts.inment Systems - Containment Vent Systern," was approved in Amendment Nos.115 and 98, and com pletion of implementation of the amendments was to include reissuance of the applicable Technical Specification p1ge(s) rollowing these notifications. We therefore request reissuance of these pages as indicated on the attachrnent.
