REQUEST FOR ADDITIONAL INFORMATION (TAC NO. MB3760)

Dear Dr. Bernard:

We are continuing our review of your amendment request for Amended Facility Operating License No. R-37 for the Massachusetts Institute of Technology Research Reactor which you submitted on December 19, 2001. During our review of your request, questions have arisen for which we require additional information and clarification. Please provide responses to the enclosed request for additional information within 30 days of the date of this letter. In accordance with 10 CFR 50.30(b), your response must be executed in a signed original under oath or affirmation. Following receipt of the additional information, we will continue our evaluation of your amendment request.

1. It appears that the requested license amendment replaces the MIT Radiation Protection Officer (RPO) with the Director, Environmental Health and Safety except for the Reactor Safeguards Committee where the MIT RPO is replaced by the MITR RPO. Please submit a safety analysis for your requested changes that describes the changes and your reasons for concluding that the changes are acceptable. Address in your safety analysis such issues as if the change in organization represents a significant change in commitment to radiation protection at the reactor, how the responsibilities of the MIT RPO with respect to the MITR will be carried out in the new organization, if the detail of supervision that the MITR RPO was under will significantly change, and if the change in membership of the Reactor Safeguard Committee will result in a significant change in the technical expertise of the Committee.
